10% vs 45% Tariff Gap: Why Hybrid Vehicles Are the EU’s New China Trade Focus

The EU plans to extend trade restrictions from pure electric vehicles to hybrid vehicles. The Financial Times reports that the EU is seeking to negotiate a voluntary limit by China on hybrid vehicle exports to Europe, and may impose additional tariffs if no agreement can be reached. Currently, Chinese-made hybrids are subject to a 10% tariff on exports to Europe, while pure electric vehicles face up to about 45%. EU imports of hybrids from China rose from 3,800 units in October 2024 to 50,000 in July 2026, with average prices falling over the same period. The EU's trade deficit with China is about 1 billion euros a day on average, and Trade Commissioner Sefcovic is expected to visit China in October for consultations; the outcome of the negotiations will affect the cost structure of Chinese automakers in Europe.

August NEV Exports Up ~130%; 15th Five-Year Plan Targets 70% Passenger Vehicles

Data from CAAM show that in August 2026, China's new energy vehicle sales reached 1.643 million units, up 17.8% year on year, accounting for 60.6% of total vehicle sales. Of these, exports were 526,000 units, up about 130% year on year, while domestic sales were 1.118 million units, down 4.6% year on year, intensifying the divergence between domestic and external demand. During the same period, the Ministry of Industry and Information Technology and nine other departments issued the 15th Five-Year Plan for intelligent connected new energy vehicles, proposing that by 2030 new energy vehicles account for 70% of new passenger vehicle sales and 40% of new commercial vehicle sales, and strengthening capacity monitoring, mergers and reorganizations, and supervision of competitive order, which will continue to affect the pace of domestic consolidation and overseas expansion in the industry.

After Topping Export Rankings, Why Chinese Cars Still Struggle to 'Move Up'

Wei Wenqing of the China Association of Automobile Manufacturers disclosed that from January to July 2026, China's automobile exports reached 6.14 million units, up 66.8% year on year, while component exports totaled US$60.7 billion.
